unsafe protuding metallic part in three-wheelers in Delhi

I came to Delhi recently with my car. I had bad experience of getting deep scratch in its body by one the three wheelers rear wheel covers. On
careful observation, I found that they had steel angle bars which were quite sharp protuding out from side of the body. In fact, I found that
this is there on almost all of the three-wheelers in Delhi.

For safety reasons, the world wide trend is to put rubber/ plastic parts which gets deformed upon impact. This reduces the damage done during
accidents. All new cars have plastic bumpers now a days for this reason. Unfortunately, it seems that Delhi Transport Department is ignorant about
this protuding metallic bars for the best reasons known to them.

The transport department should monitor this and challan the vhicles having such protusions. In fact I have not seen so far any three-wheelers
without such protusion in last one week.

Transport department should take cognizance and take strict actions for removal of such protusion which might be lethal for anybody involved in
contact with such vhicles. The similar problem is observed with rickshaws. They should also have rubber or plastic caps on all the protuding metallic
parts which is not there almost on all the rickshaws in Delhi.
